Way ahead of you buddy!
I have a necro staff design & a Ele Wand I feel really good about. Ever since I made an Ele I've felt like they get crappy weapons.
NF changed the trend a bit with the Portal staff & Voltaic want, but off-hands are not very creative.
I'll post stuff after I send em in.

If more than one of your entries are good, will 1 be picked for the top 10 and the rest entered into the "honorable mentions"? Or do they toss the rest?

It won't be. Usually the math problem is something like (2 + 3) * 5 or something.

I am sure they will make up a name since more than likely they arent sure where they will put it in the game yet. If it goes as a green, it will probably be named after some boss or named something like the end game items are.. On the other hand, if it has a cool name, your weapon may influence the name of the boss or something else. I personally wouldn't mind seeing my bow design going gold. If I can find a scanner, I'll see if I can post my design.

Or could be something easier like a differential equation.

Iron Wingbow & Gavel of the Nephilim were named by the creators, so it probably a matter of whatever the find cooler/more appropriate.

Therefore, a deployed serviceperson would be eligible to participate. However, someone who had been stationed in Germany and is a resident of Germany living on a military base would not be eligible to participate. Since that isn't for us to establish, I would probably predicate an assessment of eligibility on the address given for the shipment of any prize.
Thank you for addressing this concern. Too often, citizenship and residency concerns block the military community from participating in contests simply because the requirements aren't specifically spelled out. No matter where we are, we're still Americans, but we aren't always treated that way. I'm not saying that Anet does that, but it happens in plenty of small ways.

One thing confuses me...
...since contestants (spelling?) from Europe must be 18 years old or older but for example an older member of my family can enter in my name, right?

So since im 17 years old ,all what its need to be done is to mail my drawings in someone elses name, for example my father, for prize recieving, and if so I just have to write at the back that he is entering in my name and that its actually my drawing and that i wish to be recognized by my name? Am i right?

edit

and one more thing...can we fold drawings for envelopes? :P

Awesome job, you really need to send that sword in again. Maybe they didn't pick it because there was to many others they wanted to use? But that's a seriously nice sword, one I'd definetely use with my Warrior.

Sounds like this falls under the "entries cannot be submitted by anyone but the creator". You can fold it any way you want, I did.

Sure you can, you've done it before. Wintergreen weapons. Birthday presents. Rollerbeetle prizes. Just add another function to an existing NPC.

I don't know how stupid you think we are, but who do you think that is going to work with?
How do birthday presents work? Holiday prizes and items? Especially, holiday collectible items that can be found as drop or from quests and item spawners. There has to be a way of knowing what a weapon or item is so that it can be created somehow in the person's inventory, or at least linked to there. And there is no reason that that can't be applied to these items. You might get away with saying that if you didn't specify your position with "literally" because the likelihood of something being "literally" undoable when it is already being done in some manner just defies logical reasoning.

Cool contest... I actually have a really cool design for a lightsaber (obviously not eligible ), so I think I'll make it a Focus.

Whoa, I'd suggest you pull back on the Hostility Potions -- clearly you've had too much! The only thing that "defies logical reasoning," is your not parsing the statement properly. If that error was the fault of poor composition on my part, then I apologize.

When I say "we" I mean "we" as in players. Individuals. Devs on the Live Server. No dev can go into the game and put in a Dev Hax code and generate this sword or that amount of gold. Obviously we can code things, but that wasn't my point. Someone asked about handing out items, and my response as intended to address what I thought was the suggestion, by explaining that it isn't possible that this could be done on an individual basis via personal hand-outs.

So when someone says "Make me the sword that I designed," how could that be done? Program to drop only for certain players? Show up in their inventory? Add a new NPC? All of those things take a great deal of programming, and frankly, I'm not going to ask the programmers to do that for a community contest, when there are other cool prize options. After all, with enough effort, anyone should be able to acquire the item that he or she designed. However, no amount of effort in the world will allow him or her to acquire some items that we can give outside of the game. So in the end, we offer three things: website recognition, in-game inclusion, and real-world prizes.

Ultimately, the option of offering the contest, and determining what prizes to give, is fully ours. The option of entering, of course, is up to each individual. Thanks for understanding.

Exclamation How about an FAQ?

Hey, guys,

I think I'm going to write up a FAQ on this. It seems it might serve multiple purposes and would be helpful to all. I want the FAQ to be useful for all contests, so it will be somewhat generic, with the actual rules page giving specifics for any certain contest.

Are there any other questions that you wish to have included?
